2025 MIPS Top Proposed Changes Report, Including Quality Measures

The Centers for Medicare and Medicaid Services (CMS) released the 2025 Quality Payment Program (QPP) proposed rule. The 2,248-page proposed rule contained many changes that we summarize in our recent article on Navigating the 2025 QPP Proposed Rule.

In this article, we provide an overview of the MIPS Quality measures that have proposed changes which are detailed in our Top 2025 MIPS Proposed Changes Report.

Dermatology

Five dermatology measures are subject to proposals for 2025 MIPS. For details, see our Top 2025 MIPS Proposed Changes Report.

Removal

  • Measure 137: Melanoma: Continuity of Care – Recall System

Modification

  • Measure 176: Tuberculosis Screening Prior to First Course of Biologic and/or Immune Response Modifier Therapy
  • Measure 485: Psoriasis- Improvement in Patient-Reported Itch Severity
  • Measure 486: Dermatitis- Improvement in Patient-Reported Itch Severity

New for 2025

  • Melanoma: Tracking and Evaluation of Recurrence

Ophthalmology

  • Measure 19 (MIPS CQM only): Diabetic Retinopathy: Communication with the Physician Managing Ongoing Diabetes Care
  • Measure 137: Melanoma: Continuity of Care – Recall System
